Authorized agents/messengers are private businesses authorized to provide services to PennDOT customers. Below is a description of the different types of authorized agents and messengers and the types of services they may provide.

Types of Services an Agent/Messenger can provide:

• Title Transfers
• Title Transfers Only
• Title Transfers with a Plate being Issued
• Title Transfers with a Plate being Transferred
• Notaries
